After much deliberation and burning up the little grey cells, I decided to use the boomkin as a davit set to hang the dinghy.
I took off the support chains which cleared the way for the dinghy to hang under the boomkin flat.
Went to Harbor Freight and bought some cheap pulleys for proof of concept.
The dinghy must be ready to go immediatley should there be an emergency. If the engine quits for example I would need to go out in the dinghy away from the boat and set an anchor. Then pull the boat to safety with the anchor windlass.

I added these heavy duty eyelets on the back transom so it can hold the motor. The blue line you see there secures the motor to the dinghy.

At the front end the Avon has a big black holding block. I tied a figure 8 knot and fed the line through. Once the dinghy is hauled up we'll run straps around it to further hold it in place.
